如果选a的话,那只是表示正在进行的动作,牛奶尝起来味道怪,只是对牛奶属性的阐释,这种情况都要用一般现在时表示,而非现在进行时.
类似的用法还有,感官动词,sell,write.等.
eg,1.the pen writes well
2.the flower sells well
3.the soup tastes good

固定用法，凡 是这类的都是这样用，比如：
这花闻起来很好闻
the flower smells nice.
皮摸起来很软
the fur feels soft

如果说那个人正在喝 He is drinking the milk, 但不需要说牛奶（正在）变味道。
食品变质，直接用一般现在时或一般过去时
the food smells nice.
the meat tasted strange.
