不定式做主语是很常见的
实在不能理解,可以用这个方法.谓语动词前面的一般都是主语.这个句子里的谓语动词是be（is）
问题补充之回答：something是不定代词,做主句中to say 的宾语,做从句中 be one thing的主语.

to say和to do作主语,something作不定式to say的宾语。上面句子都是系表结构。形式上可以换成It is one thing to say something,it is another to do it.其中，开头的it都是形式主语，而to say和to do才是真正的主语。
