the other一般都是one...the other...指的是一定范围内的除去一部分剩余的全体,一般是两个中的另一个.another是泛指,是许多中的另一个.
举个例子来说：I don’t like these pens,please show me another one.
本题说的是3点不行,要另一个时间,所以是从24小时中选一个时间,是许多中的另一个时间,the other不行是因为并不是剩下的全体啊

the other是在有一个限定范围内的，比如你的题目，假如说我们现在只能3点和5点见面，然后你说3点不行，那这里就只能用the other了，也就是5点
然而你的题目中并没有这个限定，反正除了3点之外其他的都可以，所以选C
