oth…and用于肯定句表示二者都的意思不能用于否定句,neither…nor用于否定句表示两者之间的否定(none用于三者或三者以上的否定),either…or用于肯定句表示两者中一方(或者…或者…怎么样).

both and只能用于肯定句。neither nor和either or均用于否定句中。

通常不会的，这是个逻辑习惯问题，本来可以通过否定谓语动词直接达到效果，但那样在英语里说法感觉很别扭。
像Either Mark or I are not going.通常不会出现的。
