要表达的意思没有不同,但从句的位置有差异
1.if.or not :无论.或者不
从句只能放在if和or not中间
例如:If you want to get there or not.
无论你是否想去或不想去.
2.whether or not:无论.或者不
从句可以放在whether和or中间,也可以放在not后面.
例如：Whether you should or not.
也可以是：whether or not you should.

严格的说if …… or not 是不对的，在英式英语中根本不存在，可能在美式英语中存在。因为老美的英语比较随便。
wehther or not 就比较常见了，
例如：Whether you like her or not, keep away from her !
不管你是不是爱她，离她远点！
