因为美式英语和英式英语的first floor是不同的概念。美式英语楼房的第一层就是底层,而英式英语楼房的第一层不包括底层,他们把第二层叫first floor

The definition of the phrase 'the first floor' is different in UK and US.
In UK, the first floor means 'the second floor' we take in China, and in the States, they has the same thingking with us.
The key is that, what is a floor, and can groud be counted as one. Obviously there is difference between UK and US.

因为在英语中第一层是用ground floor来表示
而在美语中第一层即first floor是指地下室,而second floor才是指我们所说的第一层

英国英语:
ground floor = 底层 = 第一层

美国英语:
