一般来说，there 是表示方位的副词，不能做主语，there be 中的there 只是一个引导词，无实际意思。
你的句子是一个倒装句。类似的句子还有

there是副词不能作谓语,作谓语的应该是名词,代词或相当于名词或代词的词,短语或句子.
