首先纠正一下是whether or not 其次后面一句不需要加or not 或者 or not 加在后面
直接就We don't know if it will snow or not. Whether it snows ( or not )doesn't matter to me .
没什么理由,就记住是固定搭配就行了.

再补充一个，be matter to sb，或者sth matter sb。此句用了doesn't，那么matter就是动词，就不要用to了。
Whether it snows doesn't matter me.
