是的，上面是固定搭配，the first to do 第一个做...的人
下面是被动，第一本教科书是为了教英语所写

但是老师说是状语修饰的问题，第一个修饰人用to do 第二个修饰物用done 有这个说法吗？

可以这么说，第一句the first加 to do，不定式做后置定语修饰先行词。
第二句主要就是被动的用法，意思理解就行了。
