as引导一个时间状语从句,后面的she saw……是主句,jeff thatcher lived_是一个定语从句修饰先行词the house,Jeff Thatcher 是定语从句的主语,lived in是谓语,in是介词,后面必须接一个宾语,而先行词the house正是在从句中充当了in的宾语,因此作为宾语的关系代词which可以省略（如果in+which作为状语,那就不可以省略,此外定语从句中介词后面是不能连用that的）

不能选C，因为这个句子的结构是前面有一个as从句，然后后面的主句是she saw a new boy in the garden
如果你选择C，就把后面的主句也变成了that 从句，那么整个句子就变成了两个从句，没有主句，而不能成为完整句
所以只能选择没有that的A

Jeff Thatcher lived in 作定语修饰 the house ，而 the house 是 lived in 的宾语，若再加“that”则重复！并且 in that ，that前一般不加介词， 意思翻译为“在于、由于”时才成立。
