整句要表达的意思应该是：第一次飓风过后才（仅仅）三天，第二次飓风又袭击了海岸边的几个州。这里是表示过多久之后（多快）就发生，相当于how soon ，而how much 强调时间多少,如果说“完成这项工作你要多少时间”就可以用much，如：How much time do you need to finish the work? ------ As much as three days....
