我想楼主其实是想问为什么用can be，而不用is 或was ，我觉得这句话其实是表达了作者的一种判断，而不是对事实的叙述，所以can be 自然比is 或was更能表达作者的思想。当然，通盘考虑上下文，才能做出更准确的解释。

其实就是情态动词can后面接动词原形be, is和are的原形就是be.........
关于句型。。。它根本不是倒装句语序，只不过从句在前主句在后而已。。。。倒装句分为部分倒装和全部倒装。。。高中的语法书都有。。。
