be to blame 是主动表被动 。 不是我，是Jack该被责备 所以选D
是blame sb. to do sth.的被动形式; 如用D,则把句中的should be 改成is. 不是吗?
不是的。should do .后面跟的是原形，应该为should be。这是强调句，it is
...that从句。可还原成： Jack, not I,should be to ...
