因为前面有一个 of
一个句子中只能出现一个谓语,而这里又没有从句,所以这里用非谓语形式.
如果用IS/ARE,则应改为：
I've never dreamt that there is such a good chance.

of后名跟的是名词性的词汇。这个句子可以这么改I've never dreamt that there is such a good chance ,这个后面是that引导的宾语从句。关键是什么词后面跟什么成分。
