The best friend who could tend to the garden of my heart better than anyone else in the world---myslef这句是原句 我觉得better前面少了一个is吧?
I soon discovered i have a new best friend ,one who could always make me smile and could never disappoint me when the chips were down.

who could tend to the garden of my heart better than anyone else in the world
The one could do better than anyone else.
S/he could do beter than others.
S/he could do is better than others.

The best friend --myself.
The best friend is myself.

---=is
I (the best friend) could tend to my heart better than anyone else in the world.

I soon discovered i have a new best friend , one who could always make me smile and could never disappoint me when the chips were down.

I soon discovered I had a new best friend.
one who could always make me smile and could never dissapoint me when the chips were down 是 a new best friend 的同位语.

could make me smile when ...were,

The best friend, who could tend to the garden of my heart是主语的定语从句,那么谓语部分就缺失啦,因此,应该加上is是正确的。
