1.Who do you think is the right man for the post
不是说有了插入语之后,原疑问部分的内容改为陈述语序了吗?那为什么不是Who do you think the right man is for the post
2.What changes do you suppose are needed in the modern world
为什么是are needed?

谁说加了插入语要改变句子结构?
do you think和do you suppose作为插入语完全可以拿掉,不影响句义,
第二句译为：你认为现代世界需要怎样的改变?改变是被需要,所以用被动

1.Who (do you think) is the right man for the post ?
do you think 是插入语。插不插入语序和语意都不变的。
2..What changes （do you suppose） are needed in the modern world ?
把插入语do you suppose 去掉以后分析句子。
change 是被需要。所以 are needed 是被动就对了

do you think 是插入语，可以省略不看变成Who is the right man for the post ?，就是这样了

因为是 need some changes ，所以 need用被动
