我觉得后面不是有was in the past,用it或者用that都可以,因为它们都作宾语.
但这里是一个从句,所以要用that来引导,用it的话,it成了主语,语法就错了.
in the past ..我想它强调的是在过去那段时间中的情况
over the past ...强调的是经过那段时间后,现在的情况...
