这两句都是倒装句,正确的语序是
1.a city has never been so completely destroyed before in history.
2.her people were never so kind as on that terrible night in all San Francisco's history.
当never 等含有否定意义的词或短语位于句首时,整个句子要倒装.即把助动词放在主语之前.
