There be 句型的单复数要根据最邻近的单词的单复数来定.
第一个最邻近的是 an apple 所以是is
第二个最邻近的是two balls 所以是are

there be句型后面接两个主语时，谓语动词要遵循就近原则，也就是说be动词要与靠近它的主语保持一致。在“There is an apple and some tomatoes on the table.”这个句子中an apple和some tomatoes是并列主语，但是an apple与be动词更近，所以要用is。第二句：two balls 与be动词更近，所以用are。...

第一句话中is的宾语是an apple，and后面不是它的宾语而是一个并列句，所以an apple前用is，第二句同理
