因为这是一整句话，只能有一套主谓宾，如果用D的话，就有两个谓语了
一个是【did not】，一个是【was not】，所以只能用非谓语
否定结构是加在非谓语前面的

如想选D 可说为 there was not enough time ,so we did not finish ...
