不是重复的.had had 是过去完成时.
前面一个had是完成时的固定结构
后面一个had 是have 的过去分词,“拥有,有”的意思.
是讲这个猫的标记是在主人公看到之前就存在了,所以用过去完成时,表示过去的过去就有了.

这里是过去完成时，过去完成时的一般格式是 had done sth.
这里刚好是要表示那只猫当时就已经有那东西了，
原形是the cat has sth. around its eyes, has 的过去分词形式是had,所以套上去had done sth.的格式， 就变成 had had sth.
这就好比现在完成时那样 have done sth...
