he sat down and wrote a note describing in detail the extraordinary change in the picture since he had received it这句话中为什么要用describing而不用to described?to+动词不是表目的吗

不定式表目的的时候,通常在谓语动作之后发生.如：
He got up early to catch the first bus.
是先“got up”,才“catch the first bus”.
回到原句当中,describe与wrote的动作是同时发生的,即：写的同时就是在描述.
而不是：写完之后,才去描述.
所以句中用现在分词短语表示主动和进行.

也就是说两个动作同时发生或是一个动作伴随依附另一个动作是就要使用ing形式是吗？这里的ing是现在分词吗

是的。Ving的动作应该是主动的，同时与谓语应该是同时发生的。这里的describing是现在分词。
