这个句子，其实过去式表示的已经发生的动作，是他过去的某种动作，与现在没有关系的动作，也就是现在没有这种行为。 但是 如果改成is ，那么意思就不一样，那就是说，他经常发生这样的行为！而was只是表示，在过去的某个时候发生的某一次行为！这句话意思就是经常迟到，就应该改成is那就要用 is 了...
