这跟“It's time for+名词”是两回事.
“It's time for+名词”是“现在是……的时候了”.如：
It's time for class.现在是上课的时候了.
It's time for sb.to do sth.中的for sb.是“对某人来说”的意思,for引导的是后面的不定式的逻辑主语.

It's time for students reading English.

It's time for students reading English.是病句。It's time for students to read English是It's time to read English这个句子的扩展，与for没有直接关系。for只不过是起引出逻辑主语的作用。

It's time for having a rest. 该休息一会儿了。(having是动名词，相当于名词)又如：It's time for some straight talking, ie some frank discussion.

这完全是两回事 it's time 。。。 有两种用法，一种接to do 一种 for sth，楼主问题中的it's time for sb to do sth 是第一种用法
