the 是指代children的,只要放在children前面就行,就好像中文里的这,那的意思.

应该是are the children tired or thirsty?因为children这个词被特指了，所以在问句里面应该加上the，回答应该是the children aren't thired ,they are thirsty.你问的the是不是限定的意思，应该解释为特指的某一物体或人，群体等。
