指的是来访、露面

因为.所以没没能去见你.
也就是 ：因为.我没能拜访你.
例句
Maybe, but nobody would be around to see it.
可能吧,但是没有人能够目睹了.

to say 是动词不定式，当然要加to

我的父母不会在身边念叨：“不，你今晚不能出门”
说不出来为什么，但是念到这就感觉必须有介词，这里应该是省略了around to （me）
