因为depend on 本身就有judge by 的意思了
以后记住 the other 只存在提及于两件事物的比较
eg：Mr Smith has two kids.One is extrovert.The other is introvert.
史密斯家有两个小孩.一个性格外向,而另一个则是内向的

judging by是人主观地进行判断，depending on是客观需要的条件。
the other指两者中的另外一个，而another很多种中的另外一个。这里的plants明显有很多种的

depending on应该是通过句意判断的，根据天气而不是由天气判断；the other应用在都一个限定范围
