deal with 是处理的意思
on emergency 是在紧急情况的意思
with 和on 是分开的,不要把它们看成一块

to keep.......是做thing的后置定语，用来修饰，限定the most important thing的
with和on 都是介词，但是这个with是用在deal的后面，组成固定搭配，deal with是处理，解决的意思
所以和on不冲突。
