这儿并不是表语从句
而是主语从句,正确的语序应为；
whether he would come was uncertain
因为主语过长,头重脚轻,所以用it代主语
真正的主语则在后面
翻译为：是否她将来,还不清楚
冲翻译中也可以看出,whether he would come为真正主语
还有i am not sure if he will come是错误的,not...,whether才能搭配
