cost;既是可数,又是不可数
查了几本词典,在英汉多功能词典中有一条：“表示成本,常用复数形式costs”.
故我认为；你要表示“劳动力成本”,那labor costs

特指可以用单数 the labor cost
泛指 可以用复数 labor costs
如 the cost of construction 建筑费 the cost of living 生活费
living costs are usually higer in cities than in the country.
城市生活费用一般比乡村高
