It is said that today which the temperature has risen to 40 degrees is the hottest day of the year.
The temperature today has climbed/risen/gone up to 40 degrees, and it is said to be the hottest day of the year.学生一定要问我,如果这样翻译可不可以----“It is said that today which the temperature has risen to 40 degrees is the hottest day of the year.

从句用法不对.today在主句中是名词做主语 (today is the hottest day of the year),但从句中又把today做为副词 (today, the temperature has risen to 40 degrees), 所以,你的感觉是对的.
today the temperature has climbed to 40 degrees centigrade. it is reported that this is the hottest day of the year.
it is reported that today, with a high temperature of 40 degrees centigrade, is the hottest day of the year.
