The city has lots of air pollution.可以这样用吗?
There is lots of air pollution in the city.这句话是肯定对的.但是同have互换的话,好象只能在表示物体本身固有的东西的时候才行.

你的感觉是对的,这样用不地道,若果一定要用the city做主语的话,可以这么说：
The city is heavily air-pulluted.

应该用there be 句型
因为city作为实物的存在,不是人或者动物,不能去拥有(have),
可以写为There are lots of air pollutions in the city.
这样排除主观的个人色彩,写来客观 (这么写才正确)
或者可以写成楼上写的the air is badly polluted in the city/the city's...

lot's of 可以修饰可数名词，也可以修饰不可数名词。

一楼没有理解楼主在问什么。
我觉得吧，这样说每个人都会懂但是我觉得还是用there be表示有的意思。city不能够have拥有什么东西，我们只能说什么东西在城市里there be sth in the city.
也可以换个方式，the air in the city is heavily polluted
