不对,应该是：What's the meaning? 或者 What does it mean?
解释：mean 是实义动词,而be动词后面不能接动词原形.

mean是个动词，所以当这个词用于疑问句是就要加助动词，所以应该是What does it mean?
如果用名词，那就要说What`s the meaning ?

答：都不是，不过口语中谁都知道你的意思是什么。
要想问人家：这是什么意思：What does it mean?
你什么意思：What do you mean?
...的意思是什么？What's the meaning of sth.?
最后一句比较少用，因为meaning还有“意义”的意思。
