that concludes 为定语从句中的主谓语,后面的为它的宾语从句.
可翻译为：我对于任何这样断定的结论都怀疑其真实性,即:人们确信自己现在比50年前或者更幸福或者更不幸福.

我也来试着分析下，虽然好久没接触语法了，但希望你能明白我用另种方式表述的英语句法。
“I am fairly skeptical about any research”意思是“我对一些研究非常怀疑”，怀疑什么呢？它用了“that”引出：“concludes”（包含有）……。因为包含的内容太多，又使用一个“that”来指代。所以作者的意图很明显：我对关于某个问题的研究非常怀疑。
