你的表达就HAS的时态不对，意思应该明白。我觉得有种更简单得说法，the electricity was out this morning. OUT就能表达停电的意思。

可以，但时态不对，应该用一般过去时。The electricity was cut off.
后面一句没太看懂，什么叫电发好了？
