这里是个过去将来时,所以就该用would.
ill是形容词啊,当然前面要加be啊.这里不存在被动语态啊.

be afraid that 后面加以陈述的，是含有不确定因素的“虚拟”情况，因此大都用 would / could / should / might 这种配套的词。
他担心他可能会因为天气太冷而生病，具体会不会生病是无法得知的。和被动或时态无关。

因为前面是said 过去式 说以宾语从句也要用过去式
