the measure 后面是一个省略了which is 的定语从句
后面是个省略be的目的状语,intended是形容词

选D，我好像最近刚做过，第一空并不是去套measure的句型换成way也是taken，而第二空应该是伴随状语把

感觉应该是b
approve of sth 同意做某事或同意某事，接的是名词或动名词，measure 后面应该跟不定式或所有格形式作名词或动名词，只可以选择b，第二个空是用现在分词表示主观愿望及目的。
