snowy ,因为有often,经常下雪,不是正在下雪.
It's snowing .不能加ofen.

差不多是的，但最好说 It's snowing in the north of China today.时间修饰。

因为often,所以用SNOWY 下雪的，多雪的。。形容词算一种状态吧，
如果用SNOWING 就是现在下雪或将要下雪之意，与often矛盾。
