这里的have不是“有”的意思,而是“使”的意思,和普通动词一样,等同于 make sb do sth.
猜测原文应该是"If we don‘t have enough students sign up for the course,we won't make profits"之类的……（如果我们没有足够的学生报名这个课程的话,我们就赚不到钱了.）

have sb. do sth. 使某人做某事(have后要用不带to的不定式作宾补,因此sign up for the course 能直接用在 students后.这句子的意思应该是 我们没有足够的学生， 而不是 我们没有让足够的学生吧？？？？"我们没有足够的学生" 就必须在have前加to, 成为不定式作定语修饰students. 这样也讲得通.感觉...

完整句应该是If we don't have enough students who/that sign up for the course，that这个引导词是可以省略的，意思是“如果我们没有足够报名课程的学生”。
