第一个,I consider you as my friend和I consider you to be my friend是否一样?
第二个,I think it is important to learn english well能不能写成I think to learn english is important?

二.一般不可以,但可以写成i think it important to learn English well.

因为think 后面用宾语从句或用it做形式宾语，

因为to learn English well is important 看上去好像是用不定式做主语，而在实际使用中，为了保持句子平衡，通常会用it做形式主语，就是用it is +形容词to do sth. 现在明白了吗？
