1. There is a bank next to the school 是肯定句,除了在非常惊讶的时候可以作为问句,一般不这样说.
What is there next to the school? 语法上有一点别扭,应改为 What is next to the school? 或 Is there a bank next to the school?

把提问的那句中的“there”去掉就对了。至于为什么不要there，不好意思解释不清楚。
