我的解读是两者皆非.

首先这条句子的语气是带有嘲讽口吻,后句中 as if 引导的从句正是起到这层作用.
换言之,具体这个motivational tool 是否存在虽无定论,但说这句话的人是抱持不以为然的态度.

基于此,对“他们”的 frustration 和 confusion 也就当成在看笑话了.
