应该是be highly thouhgt of
副词一般都是放在动词后面的来修饰某个动作或状态的.
比如
We could see very clearly a strange light ahead of us
但如果是very,quite,extremely,highly等等这类程度副词,表示“很,非常,极其”等等的词,应该放在被修饰词词的前面.
