这与问话人和被问人之间的位置有关,如果两人在一起,就是here
如果两人不在一起,隔着比较远的距离,就加over
举例：老友记中瑞秋端着咖啡问：does anybody need coffee?
众人回答：yeah, over here!
当然不加over也是可以的,over是强调
类似的,there, over there,
there指在那里,over there指更远的那里

over 是个副词，实际上是个强调的含义，和后面的 here/there 共同修饰前面的动词。

Over there, 在那边
here 这里， there那里 。
OVER here 通常都是表示地点词。 而HERE 还有其他用法。比如 Here you are. Here is my home.
