The method I was thinking of was to cut a convenient length of elastic, say 6”, then clamp the elastic 1/2'” from the end to a fixed position, and then hang a ½ lb weight (or similar weight just to consistently stretch the elastic) that is clamped ½” from the other end a mark off 5” section. Then remove the ½ lb weight and apply a 5 lb weight and measure how much the pre-marked 5 “ section stretches after 60 seconds. Then remove the 5 lb weight, wait 60 seconds (or similar time) and then replace the ½ lb. weight and re-measure the pre-marked 5” section to determine the recovery length. Then compare old and new.
