首先搞清楚谁是谁的宾语：
1.显然____ you will use是从句,从句中缺少use的宾语.
2.decide也是及物动词,也要宾语,所以这个从句就是宾语从句.
综上：
空白处填what,即what引导的宾语从句,从句在整个句子中做宾语.而what在从句中做宾语.
所以what是做use的宾语,不是decide的宾语.decide的宾语是what引导的从句.
