A 是一般式, 表将来的.所以不能选
不定式的完成式的形式为:
to have + 过去分词
可以改写为:

注意到没有, 此句的report 是被动式, 后面的不定式是作主语补足语的
report 是不能接to do sth 作宾语的
只能接doing sth
如:
He reported seeing a new star.
他报告说看见一颗新星。
