comprise是动词,构成的意思
这句话的意思是,白人占了美国政府的绝大部分大职位.
B是被动语态,被构成的意思,原句是主动语态,所以不符合句意.
C是由.组成.要用的话得把句子倒过来说,例：
The overwhelming majority of the goverment in U.S consists of the white people.
