were throwing 表示进行时 而题中是过去常做 而不是正在做

时间状语in the past.
人们正在循环利用许多他们过去本来会扔掉的东西
would have done/ should have done这样的短语是虚拟语气具体体现（原本做某事/本应该做某事）。 所以 后者才能说的通。
前者 说不通啊，过去正在扔?
