1.表示主动的含义时用need to do sth
例如：我需要休息.
I need to have a rest.
2..表示被动的含义时用need doing=need to be done
例如：花需要浇水了.
The flowers need to be watered.
=The flowers need watering.
所以,你的问题应当选B
